Able to track Multiphase Disturbances

Current Behaviour

I just am able to track these on my character. I am unable to reproduce it on the ptr but you are able to track these with the quest item equipped

Expected Blizzlike Behaviour

No tracking of Multiphase Disturbances at all, no matter if the quest item is equipped or not

Steps to reproduce the problem

.quest add 11880 .tele oshu Equip the item and see the Multiphase Disturbances being tracked
