Both trinkets have the exact same /use: +200AP with the same 1:30min cooldown. If you activate one, it shows the other one having a 15sec cooldown (see pic). If you then /use the second trinket after 15seconds, it doesn't activate. It just keeps showing the activation animation. Same on 'live' and PTR.
When you activate one trinket, the other trinket should become available after 15seconds, when the first trinket's /use has run out.

See how the trinket fails to activate. If you switch the trinkets in slots 13 and 14, the same thing happens. They bug each other.

Both of these trinkets have the Use on the spell 33667. It seems your character gets on cooldown on that spell instead of just the trinket specifically.
