[Druid] Revitalize can proc clearcasting/gives combat timer

Current Behaviour

Revitalize is not flagged as triggered so it can proc things like clearcasting and puts you into combat in pvp

Many minutes of watching these videos. Taking revitalize was a common spec back in the days and I incidentally know the person and while it was a long time ago he said that he probably was specced into it

Steps to reproduce the problem

For clearcasting: Take Omen of Clarity talent Take Revitalize talent Cast Rejuvenation/Wild Growth Watch Clearcasting proc on a hot tick

For the combat: Same talents Needs 3 chars Cast Rejuv on friendly char and then attack hostile char with that one Eventually be put into combat when Revitalize procs
